SECTION I. NAME

ARTICLE 1. The organization shall be known as the Montana Tech SPE Student Chapter.

SECTION II. PURPOSE

ARTICLE 1. The purpose shall be to provide each affiliate with opportunities for professional and personal growth by the planning and execution of technical, social, and cultural activities. By doing so, the chapter aims at improving the quality of life of its members and of the community in which they live, while extending and consolidating the presence of the SPE in academic grounds in the Butte and Montana areas.

 SECTION III. CONFORMITY

ARTICLE 1. The organization and operation of the chapter shall be in accordance with the bylaws of the Society of Petroleum Engineers (SPE), Inc.

ARTICLE 2. The organization and operation of the chapter shall be in accordance with Montana State laws.

ARTICLE 2. The organization and operation of the chapter shall be in accordance with Montana Tech’s Student Handbook.

SECTION IV. MEMBERSHIP

ARTICLE 1. All students registered at Montana Tech or other educational institutions in the Butte area that are enrolled in a course of study leading to an undergraduate or graduate degree in petroleum engineering or any other degree are eligible for membership, and shall become members upon payment of dues.

ARTICLE 2. All members of the chapter shall be entitled to the same rights and privileges.

SECTION V. DUES

ARTICLE 1. Members must pay dues in the amount of $10.00 at the beginning of every academic year.

ARTICLE 2. The beginning of the academic year is the start of the fall semester.

ARTICLE 3. Nonpayment of dues automatically results in suspension of membership in the chapter.

ARTICLE 4. The executive committee of the chapter shall have the power to levy special assessments on endorsement by a majority vote of the officers.

SECTION VI. OFFICERS

ARTICLE 1. Only Members of SPE in good standing shall be eligible to serve as officers of the chapter.

ARTICLE 2. The officers of the chapter shall be a president, a vice president, a secretary, a treasurer, a public relations officer, a social chair, and an international liaison.

ARTICLE 3. The term of office for each officer is the last day of the annual symposium held in April to that same day the following year.

ARTICLE 4. Election of officers excluding the international liaison for the following year shall be held not later than the last day of March of the academic year in progress.  Elections must be announced at least one week prior to the election.  Those wishing to cast a ballot must be Montana Tech SPE Student Chapter members in good standing.  Ballots must be counted in the presence of the SPE Advisor.

ARTICLE 5. Election of the international liaison shall be held no later than last day of December.  He/she must be a nationality that does not represent the majority of the nationalities of the already elected officers.  In the event that there is an equal number of the same nationalities of the elected officers the international liaison can not be either of the nationalities.

ARTICLE 6. The international liaisons term will run from the election day for the international liaison to the following election day for the international liaison the following year.  Persons interested in the international liaisons position must meet the requirements in Article 5 and must express interest to the current executive committee.  Those interested must state their case as to why they would be a good a international liaison to the executive committee.  Upon hearing from all parties interested the international liaison will be chosen with a majority vote from the executive committee.

SECTION VII. EXECUTIVE COMMITTEE

ARTICLE 1. The management of the affairs of the chapter shall be in the hands of the chapter’s executive committee, consisting of the duly elected officers of the chapter and the faculty sponsor approved by SPE.

ARTICLE 2. The president of the chapter shall be the chairperson of the executive committee.

ARTICLE 3. The executive committee shall be the governing body of the chapter and shall transact all business it deems advisable including the filling of vacancies in offices, authorization of expenditures, etc.

SECTION VIII. DUTIES OF OFFICERS

ARTICLE 1. The president shall preside at all meetings of the chapter. He/she shall appoint all committees, subject to the approval of the executive committee, and shall assume all other executive duties not otherwise delegated. Please see roles and responsibilities sheet for further expectations of duties.

ARTICLE 2. The vice president shall perform all functions of the president in the latter’s absence or at his/her request.

ARTICLE 3. The chapter secretary shall keep a record of all activities of the chapter and shall report the same to SPE Richardson, together with any special reports required by SPE Richardson. He/she shall carry on all communications necessary to the activities of the chapter. He/she shall keep a record of the names of members in attendance at the meetings and events.

ARTICLE 4. The treasurer shall receive all money and pay all debts of the chapter authorized by the executive committee, and he/she shall keep an exact account of all receipts and expenditures.

ARTICLE 5. The social chair shall organize and run events for the chapter.  He/she can ask the president for the formation of a committee to help complete events.

ARTICLE 6. The public relations officer shall be in charge of contacting industry, the industry advisory board, and alumni for donations to the chapter.  He/she is also responsible for maintaining good relations with industry, the industry advisory board, and alumni to facilitate a good professional work relationship.

ARTICLE 7. The international liaison is responsible for identifying and catering to the needs of all international members. 

ARTICLE 8. The roles and responsibilities for each position are not limited to what is listed above.  Officers may be expected to perform duties that are not traditionally that of their position.

ARTICLE 9. A complete annual report shall be submitted by the secretary upon completion to the SPE Professional Development Manager upon certification by the faculty sponsor.

SECTION IX. STANDING COMMITTEES

ARTICLE 1. The president reserves the right to form committees to complete and or help prepare for events.

ARTICLE 2. Committees are temporary and can be ended at the president’s request.

SECTION X. MEETINGS

ARTICLE 1. The chapter shall hold regular and special meetings at such places and times as designated by the executive committee, with a minimum of three meetings annually.

SECTION Xl. AMENDMENTS

ARTICLE 1. The bylaws may be amended by a majority vote of the current officers.
