The University of Montana Affiliate campuses are seeking a highly experienced and dedicated leader to fulfill the position of Director of Crisis and Emergency Management. The Director of Crisis and Emergency Management oversees the development and management of emergency response operations for three affiliate campuses. The position is responsible for developing, organizing, coordinating, and executing comprehensive crisis management and environmental health and safety risk management programs. These include developing and maintaining campus emergency plans, supporting departments in creating their own emergency plans, and providing training to institutional staff on emergency management, covering areas such as mitigation, planning, response, and recovery.

The span of responsibility for this role includes three campuses: Montana Technological University (Montana Tech), the University of Montana Western (UM Western), and Helena College of the University of Montana (Helena College).

Travel: Yes, 10% of the Time.

The successful applicant may reside in any of the cities where the campuses are located, but will be required to make monthly site visits to campuses across the UM affiliation.

Duties and Responsibilities

Crisis and Emergency Management

  1. Develop and implement comprehensive University emergency management plans, policies, and procedures aligned with industry best practices and National Incident Management System (NIMS) regulatory requirements.
  2. Lead the implementation of campus-wide training programs, ensuring that faculty, staff, and students are equipped with the necessary skills and knowledge to respond effectively in emergency situations.
  3. Develop presentations, seminars, lectures, and orientation sessions to actively engage with the campus community and educate them on emergency management practices, protocols, and procedures.
  4. Conduct vulnerability assessments and identify areas for programmatic revisions, ensuring that plans are up-to-date and responsive to potential hazards., formulating effective mitigation strategies to minimize risks and enhance campus safety.
  5. Works collaboratively with other key functions to plan for and respond to a variety of potential business crises.
  6. Ensure each campus meets all legal requirements with regard to emergency planning and preparedness; ensuring compliance across all emergency management efforts.
  7. Provide executive level reports on preparedness, plans, findings, including tracking and resolving ongoing incident-related issues, root cause analysis, status and other post-incident review, preventative measures being implemented, and continuous improvement.

Risk Management

  1. Develops, implements, and oversees all activities related to environmental and occupational health and safety functions.
  2. Examines, designs, and implements alternative risk management and mitigation techniques, strategies, and measures. Monitors the effectiveness of techniques and makes changes as required. Directs and participates in the development of new programs, initiatives, and incentives to improve workplace safety.
  3. Encourages a safety culture by directing safety activities and overseeing/administering safety training.
  4. Interprets laws, policies, and procedures to ensure risk management programs are in compliance.
  5. Accumulates and analyzes data and develops comprehensive reports related to the risk management program. Provides shared-services solutions to critical safety risks where applicable.

Other

  1. Coordinates the institution’s Clery Act compliance program.
  2. Prepares the publication of the Annual Security and Fire Safety Report and other crime statistic reports.
  3. Develops, maintains, implements, updates, and communicates Clery Compliance policies, program, activities, and procedures internally and externally.
  4. Serves on a variety of internal committees and/or task forces, which includes facilitating Safety Committees.
  5. Develops rapport with and obtains subject matter expertise from colleagues at the flagship university at the University of Montana – as needed.
  6. Participates in the enterprise risk management governance structure facilitated by the Office of the Commissioner of Higher Education.


Minimum Qualifications

Bachelor’s Degree and three to five of years increasingly responsible professional level crisis management and/or environmental health and safety risk management experience.

Knowledge and Skills
Knowledge of:

  • Crisis management principles and best institutional practices
  • Identifying safety risks (environmental hazards, occupational risks, hazardous chemicals, etc.)
  • Risk management, security, and loss control principles and practices
  • Legal processes and procedures
  • Budgetary principles
  • Applicable Federal, State, and local laws, rules, and regulations
  • Public administration principles

Skills in:

  • Managing environmental, health and safety risk management programs
  • Management of critical incidents
  • Understands and applies internal policies, standards, procedures, laws and regulations, and industry best practices with respect to incidents and crises response and business continuity
  • Working with diverse academic, cultural and ethnic backgrounds of college students and staff
  • Communicating effectively through oral and written mediums
  • Handling multiple priorities simultaneously
  • Utilizing computer technology used for communication, data gathering and reporting

Salary: $70,000 - $80,000 depending on experience
